Research of a 19th century paintings subject

I am hoping you may be able to help in my research of a 19th century paintings subject, which I have been informed may be of Shoreham-by-Sea. It is signed by the artist, Clarence Roe, and has a very indistinct inscription on the reverse possibly saying Shoreham? As your website is obviously the place to contact I wondered if you might have an expert on Shorehams history who could verify that it is your town at the end of the 1800's.
