Outdoor coal bunker sheds?

Could anyone tell me if the old concrete coal bunker sheds are allowed to be knocked down?
I would like to knock them down and put up a wooden extension.
I know that the council have knocked some down in shoreham, but would like any info if possible??

Yes it is, and next door is private owned.

I would assume that you would have to ask permission to build an extension anyway on to a council owned property.
Next stop the council I think.
